Supreme Court says individuals have right to own guns - Decision is justices' first major pronouncement on gun rights in U.S. history WASHINGTON - The Supreme Court ruled Thursday that Americans have a right to own guns for self-defense and hunting, the justices' first major pronouncement on gun rights in U.S. history. The court's 5-4 ruling struck down the District of Columbia's 32-year-old ban on handguns as incompatible with gun rights under the Second Amendment. The decision went further than even the Bush administration wanted, but probably leaves most firearms laws intact.
The court had not conclusively interpreted the Second Amendment since its ratification in 1791. The amendment reads: "A well regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms, shall not be infringed." The basic issue for the justices was whether the amendment protects an individual's right to own guns no matter what, or whether that right is somehow tied to service in a state militia........more info

SURVIVING IN THE REAL WORLD (Reprint from www.mattcanovi.com 2009 newsletter)

The average documented police shooting occurred within approximately 10.8 ft.; 81% were during dark time hours or low light conditions, and they happened between 2.5 and 3.5 seconds.

If you are going to be involved in an armed life threatening encounter, the odds are it's going to be up close, fast and in low light.

Close Quarter Battle And Ground Fighting

The FBI 2000 "Uniform Crime Report" statistics from 1991 - 2000 revealed the average distance between Officers and Assailants was approximately 10.8 ft. (1) The actual distances were also separated by frequency, and this revealed some very interesting and relevant facts. From 1991 - 2000 there were a total of 601 fatal officer shootings and the distances were as follows: 0 to 5' had 303 shootings, 6 to 10' had 121 shootings, 11 to 20' had 70 shootings, and 21 to 50' had 52 shootings. 49 shootings were listed only as over 50', so I did not facture them into the approximated average, and 6 shooting never report the distances, so I could not factor them in to the average as well. Therefore, 494 of the total 601 shootings occurred between 0 to 20'. This shows that 82% of all these shootings occurred between these distances, and 424 of the total 601 shootings occurred within 10 ft. This shows that 70% of all these shootings occurred within 10 ft. (1)

The UCR also revealed that 56,054 Police Officers were physically assaulted from 1990 to 2000. (2)Obviously, these assaults occurred in contact distances.

This data shows the need the development of the R.E.A.L. system training program which emphasizes close range shooting as well as close in ground fighting techniques.

Night Firing

The FBI 2000 UCR statistics from 1991 - 2000 revealed approximately 81% of all Officers feloniously killed occurred between 6: 00 p.m. and 6:00 a.m. and under low light conditions. The actual times and numbers were as follows: 6 to 8 p.m. had 37 shootings, 8 to 10 p.m. had 87 shootings, 10 to 12 p.m. had 88 shootings, 12 to 2 a.m. had 87 shootings, 2 to 4 a.m. had 52 shootings, and 4 to 6 a.m. had 28 shootings. This shows that 59% of all those nighttime shootings occurred between 8 pm and 4 am, when the very lowest light conditions exist. (3)

This data demands the implementation of a firearms training program that emphasizes training in how to shoot in low light conditions. This training should educate personnel in some techniques, through which, they can use the light available during those times and in those situations; thereby, enabling them to get accurate well placed hits on an assailant.

If your training is not addressing these conditions, then you're not training to survive in the REAL world.
